The German Hospital Future Act (KHZG) has significantly accelerated the digital transformation of hospitals and created new opportunities for the implementation of Clinical Decision Support (CDS) systems. Within the KHZG funding framework, many institutions have initiated large-scale investments in digital infrastructure, clinical information systems, electronic medication management, and interoperability capabilities — all of which form the technical foundation for scalable and effective decision support. This presentation provides an overview of the current state of CDS implementation under KHZG conditions and reflects on practical experiences from funded projects. Particular attention is given to the specific procurement pathways required in the context of public tendering. As most hospitals operate under public procurement law, CDS solutions must be specified, evaluated, and awarded through structured and legally compliant processes. The session examines how functional requirements for decision support can be translated into procurement documents, how innovation-friendly tenders can be designed despite regulatory constraints, and how interoperability, data standards (e.g., HL7 FHIR), and long-term scalability can be anchored contractually. Beyond implementation and procurement, the presentation discusses future developments such as AI-based decision support, cross-sectoral data integration, and outcome-oriented evaluation models. At the same time, key challenges remain: heterogeneous IT landscapes, data quality limitations, workflow integration, user acceptance, regulatory compliance, and the demonstration of measurable clinical and economic benefits. By combining policy context, procurement strategy, and technical implementation perspectives, this session offers a comprehensive view of how CDS initiatives under KHZG can move beyond infrastructure funding toward sustainable, value-generating clinical solutions within the constraints of public sector governance.

Dr. Andreas Beß is a board-level executive with more than 25 years of leadership experience in healthcare IT strategy, digital transformation, and governance within the German hospital sector. As Member of the Executive Board of promedtheus AG since 2013, he advises hospital groups, university medical centers, and healthcare networks on enterprise-wide digital strategy, IT governance, and large-scale transformation programs. His expertise spans the full lifecycle of strategic IT initiatives — from vision and master planning to procurement, implementation, and organizational restructuring. Dr. Beß has led and overseen more than 200 complex hospital IT projects, including the design and implementation of hospital information systems (HIS), digital patient records, enterprise imaging environments, and cross-institutional interoperability architectures. He is widely recognized for his deep expertise in public procurement frameworks and regulatory-compliant tendering processes, ensuring strategic alignment between innovation goals and governance requirements. His advisory focus includes: • Enterprise IT strategy and digital transformation roadmaps • Governance and regulatory-compliant procurement under public sector law • Executive-level IT steering and interim CIO mandates • Organizational restructuring and performance optimization of IT departments • Data-driven clinical infrastructure and decision-support ecosystems • Sustainable financing and sourcing strategies for healthcare IT In addition to his executive responsibilities, Dr. Beß serves as President of BVMI and Vice President Health Information Exchange at AHIME, actively shaping national and international discourse on healthcare information management and interoperability. He also lectures on Strategic Information Management at Heidelberg University. Dr. Beß combines technological depth with governance expertise and board-level strategic perspective, enabling healthcare organizations to translate regulatory frameworks and funding programs such as KHZG into sustainable, value-generating digital infrastructures.
